Recent county and city permits show the pattern: manufactured home placements in Spokane, Spokane Valley, Cheney and out in Edwall, a residential sewer permit in Greenacres, grading work, and a demolition permit in the Valley. On the public side, H & S has filed prevailing-wage work for Pasadena Park Irrigation District #17 and Moab Irrigation District #20, among others, going back to 2017, usually as the prime contractor. The state lists Leonard Hritsco as a principal since 2013, with Derrick Hritsco and Carlton Hritsco added in 2018. Work tends to come through referrals, repeat customers and other contractors. This is the outfit to look at for the ground under a project rather than the finishes inside it: setting a manufactured home on a prepared site, running a sewer connection, grading a new home lot, or pipe work for a water or irrigation district. Much of the business runs trade to trade, working alongside general contractors. A kitchen remodel or trim carpentry is a different trade, and a large commercial building is a different scale from the residential and small public jobs on record. Site work splits cleanly by size. A short sewer repair or a drainage fix at the edge of a yard can be a day with one machine, and the main questions are who locates the utilities and who handles the side-sewer permit. A manufactured home placement or a new lot in Greenacres or out toward Cheney is a sequence: demolition, grading, utility trenches, inspections, then the set. For the bigger job, hire someone who already pulls those county permits and can coordinate with the home dealer or builder, since one missed step holds up everything after it.
