Work in the street or along the sidewalk strip, such as tree removal near the curb or equipment staged in the road, usually calls for a right-of-way permit, and Greenleaf has pulled those in Spokane Valley. New irrigation tied into a home's water line generally needs backflow protection that the water purveyor inspects, and retaining walls above a modest height can need a building permit. Expect the contractor doing the work to pull these, since the permit holder answers for the inspection.
