The state insures the business under electrical wiring and building repair classes, and puts the crew at one to three people, so the owner is on the tools. Work traces back to 2018 under an earlier registration, North Country Contracting. Alongside residential permits, it has public-works filings from 2019 to 2025 for Washington State University Spokane, the City of Spokane and the City of Liberty Lake, mostly as a subcontractor to a general contractor. The state lists Vincent Carter and Talena Carter as principals since 2023. Smaller permits include a landscape pedestal in Spokane Valley, covered-entry and soffit lighting in Spokane, and elevator pump circuits in Odessa. The pattern fits a property owner who needs power brought somewhere: a new feeder to a manufactured home, a service change with a shop wired at the same time, a pedestal refeed, or trenching to outbuildings on acreage. It also fits a general contractor needing a small prevailing-wage electrical sub. Framing or carpentry-led projects sit outside what the permits show. Electrical work splits sharply by size. Adding a light or moving a switch is a short visit, but it still needs a licensed electrician and often a permit in Washington. A service change, a generator, or a feeder to a shop or new home is a different job: utility coordination, trenching, load decisions and an L&I inspection before the power goes on. For the bigger work, ask who pulls the permit, how the utility handoff is scheduled, and whether the trench and conduit are in the electrician's scope or yours. Around Spokane's rural edges, frozen ground can complicate underground work late in the season.
