The state insures Moser's crew of 21 to 30 under HVAC installation and service, concrete foundation and flatwork, and construction estimating, which fits a shop that sets the tubing, pours over it and wires the controls. Public work goes back to 2004, mostly as a subcontractor, for Washington State University, Eastern and Central Washington universities, the City of Spokane, Spokane School District 81 and the state Department of Commerce. Moser is part of Avista's contractor network. The state lists Arliss Luttermoser as a principal since 1980 and Cory Luttermoser since 2020. Most of Moser's work comes through builders and repeat clients, not advertising. The best fit is a new house being planned around radiant floor heat, an aging boiler that needs replacing or re-piping, or a hydronic system that never worked right and needs someone to sort out the design. A homeowner after a panel upgrade or general house wiring will be better served by a residential electrician, since Moser's electrical permits are almost all heating controls. Radiant floors in new construction are easiest to plan before the slab goes in, and in the Inland Northwest that usually means coordinating tubing and pours with the dry months, ahead of freezing ground. Boiler replacement is best scheduled in late summer or early fall, before Spokane's first cold snap puts every heating contractor on call. Older hydronic systems that limp through a mild winter often show their faults during a hard freeze, so a fall check is worth having.
