Public work is the backbone of the record. Since 2007 Testcomm has filed prevailing-wage work for Washington State University, the state Department of Enterprise Services, Eastern and Central Washington universities, Spokane Public Schools, the Kennewick and Pasco school districts, the City of Spokane, Energy Northwest and the Chelan and Grant County PUDs, almost always as a subcontractor. The state insures its crew of 21 to 30 under inspection and testing classes rather than installation work. It lists ties to the National Environmental Balancing Bureau and says it was a charter member of the Building Commissioning Association. The state lists Gerald Ensiminger as a principal since 1996 and Waraporn Ensminger since 2014. This is a third-party verification firm. It fits an owner, architect or general contractor who needs an independent check that a new or retrofitted building's air handling, hydronics and envelope perform as designed, or a facility chasing an acoustic or thermal problem. Most of its work comes through general contractors and repeat clients. A homeowner with a failing furnace or a duct cleaning job is better served by a residential service shop; Testcomm measures and balances systems rather than repairing or maintaining them. Spokane's building stock runs from early brick schools and campus halls to new construction in Spokane Valley and Liberty Lake, and that mix matters for testing work. Older masonry buildings that get new mechanical systems often leak air in places the drawings never showed, so envelope testing and thermography before and after a retrofit tell you whether the upgrade actually closed the gaps. On new buildings, balancing and duct leakage tests catch installation problems while walls and ceilings are still open and fixes are cheap.
